One search, both languages
An Arabic question finds the answer inside an English paper, and the reverse. Board archives are bilingual; searching one language at a time leaves half the record invisible.

Searches past decisions and minutes and puts the earlier record in front of whoever is asking — cited, and offered as related matter, never as a closed question.
